Purpose & Scope:
The Director, International Policy and Alliances will lead a portfolio of activities pertaining to policy and government affairs activities and internal/external cross-functional partnerships, with emphasis on pricing and market access, regulatory systems, innovation and intellectual property, health systems financing, and global healthcare economic factors. The position is responsible for developing durable, sustainable and valuable policy and alliance development, with a focus on both Astellas pipeline and on-market products. This includes responsibility for assisting the Head, Policy and Government Affairs in developing and implementing Astellas' International Markets Commercial policy strategy that crafts and maintains a positive business environment for Astellas, while positioning the company as an ethical, credible and respected leader in the biopharmaceutical industry. The position will be part of International Markets Commercial Policy and Government Affairs, based in Washington DC. In this role, the incumbent will work in an integrated manner with a variety of key business functions, including local, regional and global policy and government affairs units, to ensure an integrated policy and government affairs effort supporting business objectives within International Markets Commercial, and across the broader organization.
Perform research and analysis of legislative, policy, system and regulatory developments that impact Astellas and its products. Build materials identifying global policy trends to inform strategic planning. Communicate analyses and information on changes in global, institutional, regional, or local policies.
Create policy materials such as talking points, policy summaries, and policy analyses to support the driving adoption of Astellas International Markets Commercial priorities and policy positions.
Set direction for the company's strategy and priorities in key areas of oncology-related policy, reimbursement, market access and pricing policy, including insights for strategic new product planning activities.
Regularly conduct policy analyses to understand impact on company P&L and the relative priority to Astellas.
Closely collaborate with internal partners to ensure alignment of policy and advocacy activities, including regional and global policy and government affairs teams.
Lead Astellas cross-functional teams as vital to tackle problems and identify novel, practical solutions to policy needs and changes and interface closely with internal business leads and create and offer strategic and tactical options for Astellas International Markets Commercial business and functional leaders.
Represent Astellas in policy-setting discussions at trade associations and other organizations and help drive processes to ensure adoption of Astellas priorities in industry positions and position Astellas as an industry thought leader on key topics.
Co-lead development of, and contribute content to, internal department, regional and global reports and other publications as necessary.
Typically, responsible for managing 2-4 policy projects. Project management includes vendor selection, oversight, and work product appraisal. Develop strategies to support key business functions within International Markets Commercial to help advance business goals.
Reports to Head, Policy and Government Affairs, International Markets Commercial. Works in close collaboration with both commercial and non-commercial teams to ensure alignment of activities and consistency of approach, as well as colleagues across local, regional and global policy and government affairs teams.
8-10 years of government strategy/policy experience, or in related fields.
Expertise in creating and developing government policy positions in a corporate setting.
Comprehensive understanding of the dynamics of the pharmaceutical industry from a developing country perspective.
Detailed knowledge of key healthcare systems, particularly in priority developing markets and how those government systems and policies impact the industry.
Experience working collaboratively in a team and cross-functionally in a diverse and global organization.
Actively seeks out and supports collaborative thinking and problem solving with others in and outside the organization.
Possess good analytical, critical thinking and interpersonal skills, the ability to speak and write persuasively and with clarity, organizational skills, flexibility and adaptability to changing requirements, resourcefulness and creativity, good attention to detail.
Demonstrated ability to successfully lead and prioritize multiple projects.
Ability to travel 25%.
Experience working with Multi-lateral or non-governmental organizations.
An advanced degree such as a Juris Doctor, Master's in Public Health, Public Policy, Public Administration, Business Administration or a related field.
