Purpose & Scope:

Operational Improvement & Reporting Excellence is a leader in aligning functions across M&D organizations in areas with impact quality management, process management; non-drug initiative management, including IT components, to support business strategy; business information and reporting and analytics; resource management and learning & development. As Senior Learning Solutions Manager, this position will be responsible for providing support for cross-functional and functional learning initiatives through collaborative partnerships with stakeholders.

This position is responsible for supporting learning and change solutions projects within M&D by understanding the learning needs of assigned business partners, aligned with cross-functional needs and M&D Learning Strategy in support of business strategy and process improvement projects. The position is responsible for identifying learning needs within the business and collaborating with functional management to ensure risk-managed solutions are implemented in a timely manner to support regulatory needs and enhance end user knowledge and skills. This role is responsible to support implementation of strategy and standards for change management

Essential Job Responsibilities:

Learning/ Change Solutions Strategy

  • Support learning and change enablement solutions to enable successful implementation of functional and cross-functional initiatives within M&D.

  • Conduct effective learning and audience needs assessment to identify appropriate learning, communication and change solutions.

  • Provides recommendations for learning programs to enable optimized knowledge and skill transfer of new information, regulations and processes to M&D stakeholders in support of business initiatives.

  • Partner with subject matter experts to identify, share and incorporate best practices into learning deliverables of all modalities.

  • Manages the development of functional training, including training materials, based on training needs analysis and training effectiveness assessments in collaboration with SMEs.

  • Develop business relationships with assigned functional areas to proactively support learning and change needs; provide insight to projects supporting these functions as needed.

Learning Operations

  • Develop appropriate metrics to determine effectiveness of learning solutions for a given project.

  • Support the implementation of the M&D Learning strategy, aligned to current priorities and projects.

  • Implements M&D training processes to ensure all training records are in adherence with applicable regulations and are inspection ready. Provides training documentation/evidence in support of global and regional audits/inspections.

  • Monitors the industry to benchmark training processes against best practices. Keeps current with developments and updates in training tools (e.g. e- learning) and participates regularly in training activities to increase personal skill levels.

Quantitative Dimensions:

  • Responsible for leading Learning Solutions projects for functional projects; may lead small-scale cross-functional projects or mid/large scale cross-functional project under supervision of a senior member of learning solutions team.

  • Assigned 1 -- 3 business functions as SPOC for learning needs.

Organizational Context:

Reports to the Associate Director OR Director, Learning Solutions and Operations and operates in a matrix manner of leading and influencing without direct authority to effectively work with functional, cross-functional and cross divisional key stakeholders. May provide oversight and management to vendors or contractors working on projects as needed.




  • BA/BS


  • Minimum 5 years supporting training programs in a regulated industry.

  • People/project management experience, preferably in a highly matrixed, multicultural global setting

  • Excellent oral and written communication and presentation skills in English, with an ability to interact with all levels of personnel.

  • Formal training or prior experience in training/instructional design methodologies and online learning development.

  • Experience working cross-functionally and cross-culturally in support of learning solutions for business processes as they impact and influence multiple departments and levels of management.

  • Demonstrated ability to prioritize multiple projects efficiently.

  • May require up to 10% international travel.


  • Advanced degree MS or PhD or equivalent

  • Training Program / Instruction Design or eLearning Certification through an accredited certification body.
