Purpose:

The Senior Data Governance Analyst works closely with Legal, Procurement, External Vendors and Internal Stakeholders to understand the planning and execution of data sharing and Third-Party Data Sharing Agreements (TPAs) across the organization. This person is responsible for the ongoing support, creation, and execution of TPAs as well as supporting the creation and execution of any necessary SOPs, Process Documentation and Data Training programs. The Senior Data Governance Analyst supports and executes on data sharing strategies to ensure all required deliverables are met. They will partner with vendors and internal stakeholders to identify best practices, process improvements and creative solutions to further align with business requirements. This role will also work closely with Procurement and other functional areas to lead any Request for Proposals (RFPs) for any US Commercial data assets.

Essential Job Responsibilities:

  • Collaborate/partner with broad cross-functional stakeholder base including Procurement, Brand Team, Legal, and Commercial Ops to train, support & promote buy-in of TPA and Data sharing requirements.

  • Effectively manage and coordinate multiple projects simultaneously to ensure timelines and quality of final deliverables are met. Pro-actively communicate status of projects to management and stakeholders.

  • Partner with and manage vendors to ensure objectives are met. Proactively identify resources and/or vendors that will provide enhanced support and quality of the required TPA and Data Sharing Agreements.

  • Responsible for the ongoing support, creation and execution of Third-Party Data Sharing Agreements (TPAs)

  • Utilize SpringCM software to create, execute and archive all TPAs

  • Collaborate with legal for necessary TPA review and edits

  • Coordinate communication between vendors

  • Train Astellas stakeholders on appropriate data sharing practices

  • Identify areas of opportunity when sharing data metrics that provide cost savings

  • Help develop and administer annual TPA training through LMS

  • Act as lead for all data Request for Proposals (RFPs)

  • Complete the annual ConcerAI/Prometrics SOC reports

  • Work with Enterprise Data Governance team on any Aspen inputs

  • Help to draft/support any new SOPs or process documents that come out the DG Council

  • Lead support of AMA PDRP and No Contact training

  • Update monthly the TPA tracker providing enhanced reporting as the landscape of data sharing continues to evolve.

  • Ownership of the DE Training Matrix. The process owner to review and update audiences for policies, modules and SOPs owned by Data Enablement

Quantitative Dimensions:

  • Make recommendations on TPAs and Data sharing agreements including budget implications

  • Ability to meet/exceed established key milestones related to assigned major projects.

  • Amount of time and ease of effort needed to develop and administer TPAs

  • Feedback from key customers and cross-functional colleagues.

  • Quality of strategic and operational support of SOPs development and monitoring based on feedback from key customers and cross-functional colleagues

Organizational Context:

  • Position reports to Associate Director Data and Governance Formulary

  • Position requires close collaboration and strategic partnership with Procurement, Legal colleagues as well as cross-functional stakeholders.

  • Position works with multiple vendors

  • The Senior Governance Analyst will work closely with other Sales Operations departments and key business partners such as AIA, Global Commercial Strategy & Capabilities leads, Sales Directors, Brand Marketing teams, IS, consultants and data supply vendors.

Qualifications:

Required:

  • Bachelor’s degree in business related field

  • 5+ years of related Operations experience, preferably within the pharmaceutical industry.

  • Minimum 2 years of analytical experience that includes data analysis and reporting.

  • Possess strong interpersonal skills with the ability to effectively interact with all levels of employees including senior management and influence others to follow a plan of action.

  • Strong organizational skills as well as excellent written (presentations and documents are concise) and verbal communication skills (communicating with and persuading others)

  • Highly organized and deadline driven with the ability to prioritize and work independently without close supervision and with all levels of management

  • Ability to solve complex problems and use previous experience to develop alternative solutions.

  • Excellent organizational and planning skills with a strong attention to detail.

  • Extensive computer proficiency with desktop software in a Windows environment including Microsoft Word, Microsoft Excel, graphics (e.g., Power Point), Access, etc.

  • Ability to work in a fast-paced, dynamic environment; works well under pressure

  • Flexibility and willingness to get involved at any level of a project is critical to success

  • Key characteristics include customer service focused, team player, handles stressful situations, possesses a positive outlook, flexible, approachable, patient, courteous, tactful and diplomatic

Preferred:

  • Experience with business analytics and insights tools and related database management solutions.

  • Working knowledge of sales data sources, e.g. Symphony Health IDV and IQVIA Xponent®, and a general understanding of health insurance claims data source.
