Purpose and Scope:
Ensure the Global Mobility (GM) function relevant to the region is optimising mobility processes, managing compliance and governance related to Global Mobility, and continuously looking for opportunities to drive improvement to enhance the assignee experience, whilst reducing cost and complexity in support of Astellas’ global mobility needs.
Provide specialist advice on international, regional, and cross border arrangements ensuring application of appropriate policy, tax and immigration compliance.
Essential Job Responsibilities:
Manage the end-to-end assignment process including pre-assignment assessments, administration, tracking and creation of assignment documentation.
Provide advice and recommendations on international mobility enquiries ensuring appropriate business case, compliance, international taxation, and cost mitigation for all policy types.
Guide and support local HR teams across the relevant region to ensure consistent management and compliance of all assignees and increase their understanding of mobility policies, processes, and associated risks.
Build effective relationships with 3 rd party vendors to ensure appropriate management of immigration, tax, relocation support and outsourced payrolls.
Provide feedback to senior management on 3rd party vendor performance to achieve cost effectiveness and assignee satisfaction.
Contribute to GM projects and development of policy, processes, and manuals etc.
Support the development of templates and tools for implementation and improvement of processes.
Liaison with finance and corporate tax as required to ensure compliance.
Review cost projections, balance sheets and assignment letters.
Support annual budgeting and forecasting for GM services and manage external invoices and PO’s.
Manage international medical insurance membership for assignees and their accompanying families, track and manage quarterly payments.
Review vendor costs against agreed services and fees with the relevant region to ensure commercial awareness of spend with correct approvals.
Network with other HR and Reward colleagues to support the understanding of GM services within the wider business and assess opportunities for GM service delivery enhancements.
Ensure annual cycles for assignees are efficiently managed between the home and host countries.
Continually review GM processes and pro-actively suggest improvements to the senior management team.
Aid strategic Global Mobility initiatives through the integration of the AssignmentPro technology platform.
Contribute to the development and implementation of future policies involving cross border employment arrangements.
Act as a mentor and coach to more junior members of the GM team.

Works closely and collaborates with senior IPL team members reporting into the VP, IP Litigation, as well other IP attorneys reporting into the Head of IPDC, Head of IPINV, and broader Legal Team.
Qualifications
Required
Bachelor’s Degree
Deep International mobility experience with strong customer focus; in multi-disciplinary, matrix and cross-cultural settings.
Coaching and collaboration skills to interact with all levels of personnel to achieve shared goals.
Proven ability to influence, (appropriately) challenge and engage diverse senior stakeholders.
Proven compliance expertise; to understand and comply with industry laws and relevant regulations.
Detailed knowledge of the end-to-end mobility lifecycle.
Knowledge of Assignment Pro.
Direct experience of managing an expat payroll.
Working within Reward/HR.
Track-record of managing mobility process with excellent organisational and collaboration skills
Fluent in written and verbal business English (Japanese for Japan role).
Independent and team working experience, comfortable with both running a project and contributing with specific tasks within a collective project.
Experience with working in a flexible environment with substantial change of priorities and areas of focus.
