Astellas is announcing an Executive Director, Portfolio Relationship and Sourcing Management opportunity in Northbrook, IL.

Purpose & Scope:

This role leads sourcing processes and vendor management for Astellas' Medical & Development organization. The services and goods acquired through this role's work are essential inputs to progressing Astellas' development portfolio and providing important medical information that allows Astellas medicines to be used appropriately and safely by patients.

Through effective leadership of Medical & Development's (M&D) Portfolio Relationship and Sourcing Management (PRSM) function, this role establishes and improves a strategic global capability to deliver value to Medical & Development and Astellas stakeholders by:

  • Conceiving strategies and processes that maximize the value of M&D's clinical and medical supplier relationships

  • Creating Astellas' category strategies for clinical and medical services to support product development and medical information.

  • Developing and delivering effective sourcing models

  • Managing the lifecycle of clinical and medical service partners,

  • Creating value by delivering expense reductions, productivity increases, and quality improvements from M&D's clinical and medical supplier base

  • Keeping sourcing and contracting activities compliant with relevant regulations and quality standards.

  • Collaborating effectively within Astellas' global Procurement community

Essential Job Responsibilities:

  • Creates an environment of ethical procurement practices and is a role model for appropriate behavior in a sourcing role.

  • Develop and own the Department's business strategy for achieving its mission. Enable execution of the strategy through influence, strong internal partnerships, enhancing the team's capabilities, attracting resources, enabling the PRSM team, and executive level communications.

  • Establish and update a strategic sourcing plan for M&D's external clinical and medical needs in collaboration with M&D's senior leaders. Lead the execution of the strategic plan and update the plan as needed.

  • Accountable for ensuring there is an adequate platform for delivering high quality outsourcing, contracting, and supplier management services to stakeholders that will comply with relevant regulations, laws, and quality standards. These include competent and sufficient staff, policies, SOPs, business guidance, processes, templates, and information systems.

  • Deliver value and productivity targets from M&D clinical and medical suppliers through effective supplier performance management, key vendor relationship management and different ways of doing business.

  • Facilitates discussions for important / high value contracting and outsourcing arrangement that lead to final business agreements with vendors. Oversees and guides the contracts and outsourcing team's activities on its book of work.

  • Identifies significant provider risks and consults with internal stakeholders on developing risk mitigation strategies.

  • Maintains key supplier relationships, working with the department's Vendor Management team.

  • Create and enhance a set of performance metrics about the department's work that contributes to value generation, operational efficiency, and more productive partnerships with key internal and external stakeholders.

  • Deliver executed site contracts for clinical studies on schedule to help potential medicines get characterized swiftly. Lead a partnership with Astellas' Legal department to continuously improve the speed of site contracting while appropriately managing risks.

  • Actively participates in Astellas' global Procurement community as a senior thought leader and demonstrates willingness to invest to move Astellas' overall procurement and vendor management to greater effectiveness.

  • Manage the department's activities within its approved resource forecast.

  • Provide direction and leadership to the PRSM team members so they are aligned with Astellas' objectives and are engaged, enabled, and energized to deliver their best.

Quantitative Dimensions:

This position is responsible for negotiating value for M&D from clinical and medical suppliers and reporting on value delivered and performance of these relationships through metrics designed to evaluate value and efficiency.

This role leads a team responsible for a spend and supplier base with these dimensions (FY2016 data)

Organizational Context:

This position is the senior leader of the global Portfolio Relationship and Sourcing Management organization within Astellas' M&D organization. This organization partners with business units within M&D (Development, Medical Affairs, Pharmacovigilance, Regulatory Affairs, Quality Assurance, and Clinical Regulatory Quality Assurance) for acquiring clinical and medical services and goods. This role will have partner relationships with M&D's most senior leaders and their leadership teams.

This role reports to the VP, Development Finance, who is the senior finance partner for the Development organization. Because of its M&D-wide impact, this role is a member of the SVP's leadership team. Other members of the leadership team are executives delivering financial management services to M&D. The overall organization led by the SVP is approximately 80 employees and 15 contractors operating at Tokyo, Japan; Singapore; Northbrook IL, USA, Chertsey, UK, and Leiden, NL.

There are approximately 30 Astellas employees and 10 contractors in this organization. The team operates from three locations: Tokyo, Japan (5 employees); Northbrook IL, USA (20 employees, 5 contractors), and Leiden, NL (5 employees, 5 contractors). The PRSM leadership team has 4 members, most at the Director and Associate Director levels.

This team has a key relationship with the Astellas Legal organizations that operate in each Region that is critical for managing risks and maintaining operationally efficiency.

Qualifications:

Required:

  • Bachelor's degree

  • Experiences:

18+ years combined in clinical outsourcing and drug development, minimum 5 years in clinical and medical outsourcing

5+ years of recent experience as a senior leader within a biopharma clinical development organization that operates globally

10+ years managing and coaching staff

3+ years successfully leading a trans-nationally distributed team

Strategic sourcing initiative leadership for clinical and medical categories

Significant leadership roles in business process redesign and organization remodeling.

Developing high performing teams and individuals

  • Demonstrable record of delivering greater value from clinical and medical outsourcing activities and supplier relationships

  • Expert level skills and knowledge in contracting, negotiation and sourcing

  • Deep knowledge of industry marketplace (CROs, Central Labs, IVRS, etc.) and strong business relationship network in the relevant categories

  • Poise, confidence, adaptability and effective influencing skills needed for influencing Astellas senior leaders and third parties in high stakes situations

  • Demonstrated initiative and creativity in pioneering new approaches and ways of working

  • Effective interpersonal skills and with ability to operate among diverse cultures

  • Working knowledge of relevant GCP and other quality and privacy regulations

  • Strong teamwork and partner behaviors

  • Well-developed written and oral communication skills in English

  • Adept with MS Office applications

Preferred:

  • Bachelor's degree in a scientific discipline plus MBA

  • Professional Certification (CPM, C.P.S.M.)

  • Working knowledge of Lean Six Sigma techniques
