Purpose and Scope:
This position is a catalyst in leading and establishing compliant processes, risk management programs, policies and procedures, audit completion, and appropriate cost controls for our internal and third-party functions that provide support to our Patient Support Programs (PSP). This leader is responsible for working across the marketed, non-marketed, and the pipeline portfolio, as well as, partnering broadly with Brand Management, Pharmacovigilance, Internal Audit, Finance, E&C, and Legal. In addition, this individual will collaborate closely with senior leaders and frontline teammates to focus on field engagement, budget management, contracting, technology implementation, and data analytics to drive key business objectives and strategies for Market Access and Commercial Capabilities (MACC). This role is responsible for developing 3 core strategies that drive appropriate resource allocation, achievement of operational objectives, and the achievement of key business goals within Market Access and Commercial Capability (MACC). The three strategies include, HUB optimization, data and analytics strategy, and the strategy for vendor consolidation and transition. Execution of these strategies is dependent on this leaders ability to work collaboratively across Astellas and with external stakeholders.
Essential Job Responsibilities:
Design, build and maintain a PSP vendor management program including required policies and procedures and a risk management plan.
Oversee organizational efforts to ensure internal and third party compliance with all PSPs as well as resolution of identified issues including contract disputes.
Maximize value and minimize risk for PSP delivery and maintenance by seeking to reduce cost, foster innovation and build strong vendor relationships.
Oversee the measurement and reporting of PSP and vendor performance including the development and distribution of scorecards and dashboards that maximize the effectiveness and utilization of the data.
Lead efforts to respond to internal audit requests and process audit findings.
Develop and maintain a roadmap of infrastructure improvements for compliance and document management processes.
Develop and maintain effective organization of responsibility, including efficient recruiting, training, coaching, recognition, workflow patterns, performance standards, delineation of duties and responsibilities, staffing levels and supervision,
Strong ability to collaborate with senior leadership and other department directors/managers to analyze operational inefficiencies, implement creative solutions, and measure outcomes/success
Thoroughly understands and supports all essential Patient Support Center functions, platforms, and dependencies
Collaborate with Director HUB Operations to develop new process and technology implementations to leverage data, analytics, and technology to inform and improve PSP outcomes
Conduct annual review of essential program services and continuously evaluate opportunities to change, modify or discontinue programs based on changing market dynamics among payers, distributors, patients and physicians, or legal and government policies
Provide oversight and guidance on budgetary spending by product and program
Management of multiple third -party vendors
Oversight of vendor budgets in collaboration with Director HUB Strategy (e.g. HUB vendors, PAP pharmacies, Copay Card vendors).
Produces trend reports for RMAST and Brand leadership showing the status, volume, and financial impact of PSP programs.
Produces KPI performance analytics across all vendors.
Coordinates CIA and Audit response efforts on behalf of RMAST.
Optimizes vendor operations across all PSP HUBs, Non-Commercial Dispensing Pharmacies, and PSP programs
Reports to the National Vice President, Market Access & Reimbursement Strategy
Manages a Reimbursement Analytics and Operations managers
Bachelor's degree required.
Minimum of 12 years of relevant professional experience (Managed Markets, Channel Management, Sales, Marketing, Marketing Operations, Account Management, Government Affairs, etc.) and /or equivalent education/experience
Implementing and executing reimbursement strategies and supporting tactics.
Overseeing program operations for Reimbursement Hotlines, Patient Assistance Programs, non-commercial PAP dispensing pharmacies and CoPay Programs.
Experience in vendor management, including leading a team in the management of third party performance, risk, relationships and contract disputes.
Understanding of the entire vendor life cycle (sourcing, procurement, vendor management), and how internal roles interact and operate throughout the duration of vendor engagements.
Strong communication skills, both verbal and written, including presentation skills essential.
Ability to manage budgets and optimize efficiency.
Experience in document management and document management systems.
Project management and process improvement experience.
Willing to travel up to 40% of the time
Advanced Degree/Education in a related discipline
Current experience in Specialty Products, including orphan drugs.
