Purpose & Scope: The Director, Global HEOR Specialty co-leads the Global Value Team and is responsible for pro-actively formulating, consolidating, and implementing Astellas HEOR strategies and ensuring that global and regional HEOR perspectives and strategies are integrated within the MA core medical plans, brand plans, and relevant development plans for assigned products. He/she is responsible for development, management and delivery of health economic, comparative effectiveness, real world evidence, patient reported outcomes, and epidemiologic data and economic and cost effectiveness modeling and health technology assessment including early scientific advice and assessments post-approval for assigned in-line and early and late stage development compounds that are medically relevant and scientifically valid and address business needs and support patient access and HTA/reimbursement requirements.

This position requires excellent interpersonal and matrix leadership skills to support effective partnerships with key internal and external stakeholders including global, regional and local HEOR leaders, Department Heads, TA Heads, CMT Leads, Development, Regulatory Affairs, and Market Access.

Essential Job Responsibilities:

Medical Affairs Leadership

  • Responsible for development of HEOR strategies and tactics that are evidence based, scientifically valid, and medically relevant; of clinical, humanistic, and economical importance; patient focused; and integrated in the Core Medical Plans and address the needs of global regulators, HTA, patients, health care providers, payers, and policy makers

  • Responsible for successful execution of global HEOR activities and deliverables and support of execution of regional HEOR activities across assigned products and to ensure these are delivered with high quality and within timelines and budget

  • Responsible for the development and maintenance of core value dossiers and core economic models that provide the foundation for region and country HEOR professionals to create local value dossiers and local economic models to fulfill local HTA/reimbursement needs across assigned products

  • Support regional / local adaptation of core value dossiers and core economic models to local HTA requirements and oversee alignment with the global value messages

Matrix Leadership

  • Actively promote strategic collaborations with other Astellas HEOR colleagues across the globe to share and replicate best practices and advance HEOR initiatives to support the Astellas product portfolio and patient access

  • Serve on and/or lead organizational initiatives and taskforces as appropriate to shape the strategic direction of the global HEOR function

  • Maintains an integrated partnership within global, regional and local Medical Affairs and cross-functional colleagues including global Market Access to identify collaborative opportunities, ensure optimal alignment, leverage resources, and support business priorities

  • Lead global value team and core health economics team and represent HEOR function in global product strategy team

Scientific / HEOR technical Expertise

  • Maintains working knowledge of Astellas products/disease states across assigned products

  • Lead and support preparation and coordination for HTA/payer advice, mock preparations, submissions, face to face meetings and objection handling

  • Actively monitor the changing healthcare landscape to identify emerging global clinical and health economic trends

  • Maintain in depth knowledge about patient access and HTA/reimbursement requirements, processes and best practices to inform HEOR strategies

  • Represent Astellas on HEOR issues at global forums, conferences and professional associations; including monitoring ad communicating activities by such forums to executive leadership

Medical Governance

  • Provide scientific input for HEOR projects, data interpretation, protocol development, regulatory documents, scientific publications, and independent research proposals for assigned products

  • Responsible for the organized and timely completion of assigned HEOR projects that include appropriate outcome assessments, analysis plans and final reports with expectations for peer-reviewed publications relevant to HEOR evidence generation strategies

  • Ensures all HEOR activities support Astellas' commitment to integrity and delivery of the highest standard of quality and in compliance with all applicable regulations, external policies and ethical standards

  • Ensures training compliance to ensure integrity and performance, efficiency and quality

Quantitative Dimensions:

The Director, Global HEOR Specialty develops innovative, cutting edge economic, epidemiological and clinical outcomes data generation activities and related medical tools (>15 annually) across assigned products that are designed to shape the medical value proposition for Astellas products throughout their life cycle including early development compounds. The Director, Global HEOR Specialty will provide matrix leadership to represent regional and local HEOR within the GVT. He/she is accountable for managing resources, priorities and workload across products and includes direct budget responsibilities of $1-1.5 M annually. The results produced by the Director, Global HEOR Specialty must be scientifically sound and in compliance with applicable regulations.

Organizational Context:

  • The Director, Global HEOR Specialty reports to the Global HEOR TA Lead. They will have multiple cross-functional collaborative project teams and matrix responsibility across the broader Astellas organization.

  • The Director, Global HEOR Specialty will collaborate with the following colleagues:

  • Medical Affairs: TA Heads, Executive Directors, CMT leads, Senior Medical Directors/CMT members, HEOR Leaders

  • Development: Global Development Project Leads, Core Team Leads, Core/Project Team members, Global Medical Leads

  • Market Access: Senior Directors

  • Other: Senior Director/Director Legal, Ethics & Compliance, Brand General Managers

  • External: Executive leadership of Astellas partners and organizations

Qualifications: Required

  • Advanced degree (PharmD, PhD, MD, DO)

  • Minimum 5, years related experience in outcomes research, health economics, clinical research, epidemiology, and health policy

  • Proven effective leadership and managerial skills

  • Solid understanding of the interface between clinical practice and outcomes research

  • Expertise in using outcomes data in the appropriate clinical context

  • Excellent written and verbal communication skills

  • Proven critical thinking, problem solving and decision making skills

  • Approximately 20% travel required

Qualifications: Preferred

  • Preferred 7 years related experience in outcomes research, health economics, clinical research, epidemiology, and health policy

  • Extensive knowledge of US healthcare delivery systems (e.g. Accountable care, managed care, pharmacy benefit management, government [Medicare, Medicaid]) and understanding of policy issues

  • Demonstrated interpersonal relationship and collaboration skills working within cross-functional teams

  • Detailed understanding of FDA, PhRMA, OIG, and ACCME guidelines as they relate to HEOR and Medical Affairs
